Okay, thanks for confirming what I already knew.

I always see characters in anime and manga with inexplicable under-skirt shots, and I always find them tasteless as fuck. In hentai, that is completely forgiven, since titillation makes sense there. But when it comes to a subject that's NOT pornographic, and the artist has drawn some schoolgirl whose skirt just happens to be lifted in some way that defies physics, just as a gratuitous excuse to see their panties, it makes me want to punch the artist. Sakura from Street Fighter is a prime example, as this is always done in-game, and in her character art. Like, jesus, can you not stand to go without drawing something titillating EVERY TIME YOU DRAW A GIRL WITH A SKIRT?! The way that sexual undercurrent lingers just barely below the surface of everything is annoying. Saying her skirt has too much starch in it doesn't cut it, either ;)

Anyway, when I see the Japanese school-girl outfit, the tumor-face, and the bleeding rising sun, I think of the atomic bombing of Hiroshima.
